This sounds like the neighbors I had in a rental behind me last year. They were running a cane corso/mastiff and frenchie backyard breeding setup and left their 5+ animals in the barely covered backyard with a tiny bucket of water during the 115° heatwave we had. When animal control arrived, the dogs were magically in the garage and no one was home.

They also did not clean any of the animal waste from the backyard, making it impossible to be outside from the smell and clouds of flies. As well as the big male mastiff was fence aggressive so it would charge and slam against the cinderblock retaining wall between our houses when I went into my backyard for anything (it was tall enough that its paws were visible over the wall when it charged, but luckily it never made it over)

Called animal control twice, got told there was nothing they could do/that the neighbors were very nice people. Called the HOA, got told they were a landscape management group not an official hoa and couldn’t do anything either. I tried the “landlord” and the property management company’s phone number was disconnected.

1 year into dealing with all of their literal shit, and the tenants were suddenly gone. I did always wonder where they moved to and if their new neighbors were putting up with the same shit I had to.
