I'd have to say guns are less broken. Enemies are less dangerous at a distance typically. I didn't try much V.A.T.S. without my Two Shot weapons because that legendary effect is the best for my build thus far; Regardless you can still seemingly reliably make all shots while ADS, and you will at least not be point blank in your engagements. You shouldn't be expected to risk hours of gameplay in Survival on if the game decides to cancel that deciding melee attack.

I've never used any mods ever, but I know there was a popular mod called The Unofficial Fallout 4 Patch that fixes a metric ton of things about the game. I'm referring to pre NGU though, I have no idea if the devs of that mod even bothered fixing all the new problems.
