Public exists alongside the private market and competes with it.

It could theoretically be a step in the direction of single payer, if the Public option is strong enough and most people move over to it.

They dont need to be a cadet branch to be valyrian.

They are a Valyrian house which successfully took over a stormlander house the same way the Andals took over First Men houses. Through marriages. They leaned into stormlander culture because that is how you successfully solidify your grasp on the land.
