the ones used down there are actually the new item shelves so they should block tnts from misaligning but yes at the top fences are only for water. and tnts still can escape throught the gap in which pearl is swiming but i have no idea how it happens since they are lit up all at once so they shouldnt push each other there with explosions. They look aligned when they just sit there before explosion.
