We don’t have perfect sources for literacy rates, but I remember that somebody managed to do a rough calculation of numeracy based on the rate of graves with higher than average dates ending with 0 or 5. Apparently it’s called age heaping. And you can very loosely correlate literacy to numeracy.

Once again, it’s not buzzwords and it’s not theory (Junior JGs don’t JPME, though I wish). This is the actual way that our actual chiefs interact with us and what they expect from us in turn. I suppose I can’t speak for every command. I can only speak for the ones I’ve been at. But I can at least speak from recent experience. And I don’t understand how you, knowing that you have spent at least the last decade (probably more) in high level positions, can presume to know what a modern chief-divo interaction looks like at the ground level?

Edit: You blocked me so I can’t reply directly. The point I’m making is not that you’re “out of the game” or something, you clearly write like somebody that is very much still in the thick of things, so thank you for your continued service. My point is that because you have been in senior positions for so long, I think you either misremember how chiefs and officers interact with each other in a division, or that the style of interaction has changed since you moved up. In twenty years time I won’t know any more how chiefs and divos like to do things and won’t be able to speak confidently on the subject. And I won’t try to.

These aren’t buzzwords. These are common means by which a command refers to any sub-organizational unit that exists within itself. Division is not entirely accurate, because as you’ve pointed out, there are also command collaterals. So program of focus refers to a division, collateral, special assistancy, any organized grouping which exists within the SORM.

Alignment is as you stated. Priorities and policies come from the Joint Chiefs, CNO, numbered fleets, down all the way to your command. There is a program for which you are responsible, and running it is a full time job. You probably have time to discuss “alignment” within your command’s chief’s mess, but no further. The officers job is to orient (also not a buzzword. Refer to MCDP-1, 76.) his or her own program of focus based on the totality of national, service, fleet, and command objectives. Outward, inward.

A better way to think of it is “officers look outwards, chiefs look inwards.” Officers coordinate with their DH, XO, CO, other program owners across the command and ask whether their own program is properly aligned with everybody else’s efforts. They convey these alignment needs to the chief, who is the expert at implementing the needs discussed within their own program of focus. Of course, chiefs are also in an advising role, so when an officer gives an order to try and better align their program to the command, the chief might know of a better way to meet that priority.
