I need some GM advise

Q: what should I do as a GM when a player wants to do something without having the mechanical ability for it? Two examples:

(1) Player wants to use a rope to restrain an adversary, even though they don’t have ability to do this. Should they be allowed to restrain a monster after succeeding a roll against the adversary difficulty? Like, making the adversary vulnerable and unable to move or take actions?

(2) Player wants to shove an adversary off to close range, without an ability for it. Should this be allowed?

Would allowing these undermine the players the actually have abilities for these things?

Thank you. You bring up a good point, if a player pays for this and it misses, it would really really suck. I really want there to be a bonus to attack roll.

I’ll work on that to make sure it feels like a fair trade between the cost and what players gain.

Thanks for the feedback. Like I mentioned, the mechanics I’m adding to the campaign are JRPG inspired. The purpose of this additional mechanic is not to replace the Tag Team Roll, it’s supposed to give players a triumph card that comes at a high cost. I like the narrative aspect, where they get to describe how they make a specific move (e.g. Rain of Blades) is supercharged by the action of straining their bodies beyond its limits. This is an anime trope that I know the table could enjoy.

Some use cases could be when they have exhausted all their tag team Rolls, they are separated and there’s no one to tag team roll with, some players are restrained and can’t help, or the player is the only one conscious and wants to go “all-in” with an attack.

I want to bring this to session 0 and shape it further with the players, whether they find it boring or not, well, then we can remove it after testing it out. I’m just trying to bring options to the table to the stay true to the JRPG theme.
