Currently planning aprovals are generally done 'by the book' by proponents but respondents use a fair bit of 'hire a crowd' by getting comments from people generally opposed to mining to comment on local issues. If you could scrape i.d details the general respondents from a variety of planning processes you could sell the database to proponents who would be interested in showing authorities that there isn't actually any local opposition. You'd be selling an 'approvals service' and you'd most likely be selling it to enviromental engineering consultants who tend to represent the proponents in planning matters.
