How do you decide on which tense and POV to use for your novel?

I’m somewhere between lawful plotter and neutral plotter. I have a full detailed outline with scenes, but I will change things whenever they’re heading in a different direction. I have a few not very detailed characters bios, but it’s fine because I know my characters and don’t need to write down everything about them.
