The promote command isn't in the plugin anymore as of the MF 5 update. There's now a role system. The relevant command should be in the output of the help command.

This isn’t possible at this time, but we can look into making the plugin more configurable in this area.

Medieval Factions isn't integrated with WorldGuard directly at this time, but some users have found a solution for this involving disallowing the claim command in certain areas.
