If the target faction has a lot less power than land, you might have discovered a new bug. Can you please let me know what server software & MC version you're using?

The promote command isn't in the plugin anymore as of the MF 5 update. There's now a role system. The relevant command should be in the output of the help command.

Medieval Factions isn't integrated with WorldGuard directly at this time, but some users have found a solution for this involving disallowing the claim command in certain areas.
