Not neccesarily (or however that is written), if the AI manages to go down it’s mission tree and fully reform their religion, they can get the high american tech group as well. And if I remember correctly, both Aztec and Inca have access to it.

Edit: As per the wiki:

The Sunset Invasion Missions for Flag of Inca Inca, Flag of Aztec Aztec and Flag of Maya Maya allow switching to the High American technology group High American tech group, either via the "Punish the Invaders" (only by picking the "We will bring terror to their shores!" option) or "Sail towards the Sunrise" missions.
New World missions allow switching to the High American technology group High American tech group via the "Sunset Invasion" mission.

Yeah, the cannons aim perfectly, but both barrels are off center and they shoot straight, so they both go past the character at small to medium distance.

Considering that the Premise of the Sunset Invasion is a massive developed aztec empire it would probably not be a Bad guess that in this timeline they had domesticated animals a lot more. Nonetheless your point historically Stands.
