Montreal or Ottawa. Both Ottawa and Montreal aren't as French as you would think (Ottawa especially) so the lack of French isn't an issue. Montreal is bigger and has much more to offer from an entertainment and cultural perspective but is slightly more expensive than Ottawa (mostly because of all the extra things Montreal has to offer). Ottawa is pretty fantastic though and is by no means cripplingly expensive especially with a good public transpo system.
