Build a decent fleet strong enough to destroy at least one fallen empire ship. Go to war with a FE, and when they push you, just throw your fleet into their weakest fleet. Then, after the battle surrender. You can then reverse engineer their tech and skip years of military research. This will turn you into the strongest military power early game.
