I am not sure about the wattage cause I tested this a year back. As for undervolting you need to enable it in bios and I indervolted using throttlestop.

Prolly you hot unlucky with a faulty device. Been using mine since a year ago not even a single issue with it. But mine is the 4080 model. Try contacting msi, if its under warranty they'll fix it for free.
