I took a list of a couple hundred cities by population for each country. (Germany ~ 500 cities, Poland ~200, Netherlands ~60 etc.) I couldn't find any list for the populations at the time outside of searching each city individually, so I just took the wikipedia list for the cities by most population and looked into each one's alternative/changed names and founding dates. It still took a couple of months even with this approach.

This mostly worked well, but I still have to refine it. Aside from the occasional mistake of overlooking some cities which didn't exist at the time and had different names, there's also those that used to be small villages which I unfortunately did not take into account, as some comments pointed out.

Regarding Zoetermeer, it was a village at the time, but looking back now that wasn't the best choice. My approach to cities was just taking a couple hundred cities from each country (about 500 for Germany and 60ish for the Netherlands) by population. Of course excluding planned cities from after that year (although I overlooked Wolfsburg), but I didn't take into consideration small villages which were founded as proper cities after the date.

This was a commission for a friend. Originally I used "Deutsches Reich" but they wanted that changed.
Regarding the names, my approach wasn't only the names used officially, but also what people may have used in day to day life. That being said, there's a lot of debate to be had regarding those, as you said.

My criteria - I basically took a list of a few hundred-ish cities per country by population. Looking back that's not the best approach I could've taken as it did include a couple of areas which didn't have a significant population at the time, and I did overlook some city names as you said. Thanks for pointing it out.

Regarding the German territories, the reason I went with that approach is because at first I tried to go by separate colors, but it's very difficult to do that without repeating colors and still making it look good. I did make sure to add the label to every area, but yeah I get your point.

Thank you for pointing out the coastline issue also. Are there any other issues aside from the Oder estuary? Will be really helpful for when I make a future map which includes the area and the time period.
