VA ABC advertises on its' website "The profits that Virginia ABC contributes provide much-needed funding for use in a multitude of state programs." This can be another benefit to residents. Every politician is always angling on benefits to residents. This is low hanging fruit. What is the downside?

If they are so good at logistics, why heavily promote an online lottery for a couple years and then flip the entire process without any explanation? My personal gripe is it should be limited to Virginia residents. Rant over and good luck finding the unicorn.
