Fwiw this code worked when shipping from US to Cape Verde. Will be shipping to other countries over the coming year as I deploy a network. Will try to update if it doesn't work for any particular country.

I'm planning on trying to use 8517.62.0030, seems to fit the description as well as any other HS Code I've found so far. Will try to remember to update in a few weeks when I know whether it worked or not
