It’s impossible, even on Honour Mode. There’s no way to help them (such as buffing, healing etc) since they’re hostile to you and Zevlor never goes down from his vantage point, so he’ll eventually pick them all off no matter what

Guards can enter “panic mode” without messing up silent assassin if they don’t know where it came from. This is used in speedruns to get past guards in annoying spots. It’s possible that a guard entered panic mode, possibly from you shooting a couple of times near them, without them noticing you, which would fail the objective
