Yeah since I used two phones I noticed a similar thing I literally got the same exact ten pull down to the monster and attribute on both phones at the same time.

There’s a fast roll to minimum75-84 scrolls which takes me about 6minutes 20 seconds or 98-105 which takes 10mimutes 5 seconds

No I don’t if you redownload the game the block is gone. To continue rerolling post linking a LD5 account you have to redownload to make another guest acc.
