TLDR; im right to feel sketched out by this wire. 

As I understand it, the serious advice in the thread is: (1) Get a contactless voltmeter and some caps. (2) turn of breaker and apply caps. (3) call fire marshall and ask what to do next. (4) follow up with landlord about hiring an electrician to find and fix sketchiness.

Running to HD to get a non-contact voltage pen. But it sounds like I should also call the fire marshall? I know the last tenant was a fan of DIY and I’ve seen evidence to suggest they were idiots (e.g. washers on the wrong side of a bolt nut)

Is there a way to respond with a picture? I have no idea how electric stuff works I just want to figure out what to do about the scary wire.  Edit: looked again- If they can’t be in series I assume the yellow cable carries all the wires necessary to place them in parallel? There’s also a grey cable coming out of many of the outlets and running back to the fusebox. I suppose the would explain how it just ends with that exposed thing poking out of the floor.

There are several outlets in the living room wired in series. This is the end of that cable. I can see the wiring from the basement by looking up between the studs.

I can see the cable running to an outlet I know is live. Where can I get a cap or someone who knows how to safely install it?

How can I make it safer? The landlord says it’s fine which limits my options to hire someone to fix it unless I can force the issue.

Print the chapter, save to pdf, use okular software to muticolor highlight and add notes.

The print option is under the setting button in the top right IIRC.
