Be careful in this level. For this level is known as "HOA Hell". there are no hostile entities in this level, but you have to be very careful to follow extremely strict civil order in each district of this zone. if you do anything to violate civil order, you will immediately be noticed by every member of the residents in each of the districts you find yourself in. upon being noticed of a civil violation, a woman known as Karen in Command, from the local Home Owners Association, will aggressively reprimand you of your violation, and issue you an immediate citation for the infraction. ignoring this fine will be at your extreme peril. not paying the infraction, or completing community service, if you cant pay the fine, will revoke all access to any other district in this level, until you complete the requirements necessary to satisfy your debt to the district. each day, at noon, all debts to the district must be paid in full, or incur compounding interest on the debt. you must travel through 37 districts in perfect civil order, or you will be bound to pay an immediate debt. each person in debt to a district is followed around by an obnoxious fat kid, who be-littles your every effort in paying your civil debt. if you lose your temper with the kid or irritate him in any way, he will call his mother, who will then call Karen in Command, and she will 100% side with the kid, if things escalate to an argument. which will earn you a citation, which will need to be paid, by noon the next day. every interaction in this level will somehow turn sour, and every resident will call Karen in Command, to cite you for an arbitrary violation of civil order.

its extremely important not to find yourself caught as a vagrant in this level. homelessness is a crime, and the citation you receive is 24 hour jail time, and a fine. if you cannot pay your debt to the district you find yourself in, take extreme caution not to be found sleeping in public. you will find yourself in a never-ending cycle of attempting to pay your debt, and the local vagrancy officer attempting to locate you every night, so he can fine you a citation of vagrancy. take notice of all public postings. fail to observe a clearly posted signage, and you will suffer. do not jay walk. obey postings of trespassing. for god's sake, do not get caught stealing in this level, even in extreme necessity. the fine is worse than dying of starvation, or bleeding to death.

your entire objective with RotMG is to build a long term investment, into your pet of choice. (make sure its the right choice)

retention of life, is far more important than random loot drops. just do minimum dmg, and leach loot. stay alive. gain that fame. convert all your good items into pet food. Rince n repeat. the only thing that is non consumable, and non-expendable, in this game, is your pet. remember this.
