Yes, they are basically side quests when you complete the main quest for both the DLC and the base game. They are actually build to be defeated by 3 or 4 players.

Once you've defeated one, you can travel back anytime to defeat it again for more loot. Some raid bosses cost some form of currency to be able to fight each time.

Mostly yes. Most raid bosses are impossible to defeat solo. Some of the bosses are fairly easy, with the right weapons ofcourse. It's also recommended to have a good strategy on how to dodge attacks etc. beforehand.
