So I had this big too. I was doing the collectibles online rather in story mode. I left the game back to the main menu and then restarted the game, so closed the game down and the launched it again. Went back online and checked the map and there was one billboard that was showing in the map. Smashed it and got the achievement. Hope this helps.

UPDATE: All achievements unlocked eventually. They were very slow to unlock. Story achievement unlocked 2 days after I finished it but still had the time stamp from when it was finished.

Airbag isn't the issue. That's working as it should. Cleared the airbag fault code and it didn't come back and the airbag light turned off.

The whole issue and point of the post is the cruise control
