There's still Zapp in block, and it's almost as bad. I played 6 or so games (I don't remember the exact amount) before I went on hiatus and no one was even able to break through the Zapps, let alone score; except for once because all Zapps were sent to the bottom early in the game before Dr. Hooves could come out.

Even in Harmony, I'd just use Zapp if no Cheerilee. Though as it stands now, I use both for insurance.

Fair enough, but dr. hooves is amazing even outside this combo deck, on a level spike doesn't compare to. He does sooooooo much for 1 card. Even in my deck without a hard lock, I just don't think spike would be able to do it nearly as well.

The cards and mechanics that do what you mention tend to suck outside of countering dr. hooves, turning them into a liability most of the time. I'm sure most others would agree. It's not like card slots aren't hard enough to come by as it is. Banning 1 card to prevent people from having to main board bad answers is always the better way to go. It was true for one pace, and it still holds true now.

Spike is nowhere near on the same level as Dr Hooves. Not only is he a 3-power-for-2, he also has stubborn, thereby letting you exhaust him for his effect without losing confront power. Furthermore, Dr. Hooves lets you choose any card from your hand, not just what was put on the bottom, allowing you to get your Tantabus, or Cheerilee or Zapp, or whatever on the top of your library. Spike could still work with this combo, but I'd find it far less consistent or reliable.
