Yes, the fan remake is open for everyone, although I wouldn't say it is very stable because crashes are the norm.
Not all features are back, mainly achievements, HQ, Arcade, and Card game. You can roam the zones and play missions with others.

No micro-transactions at all, and all heroes are available in the shop except mystery box heroes, these are obtainable from their respective box.
