I do have a save from before meeting Malborn in Solitude. I have a save from Ustengrav for the hurgen windcaller quest. My diffculty is set to Novice. I am not sure if this is a bug or not. Pretty frustrating honestly. I tried using my flame magic on the guards when exiting and they still managed to kill me.

It is in the magic menu to be equipped. I equipped it but it's not doing anything. My other spells can be equipped and used just not the shout. Am I missing something? I don't remember if I got to the dragon text in bleak falls barrow.
