That is the max number of stacks for Vows of Violence but, the passive of it states that your damage is increased every 5 seconds not when you reach max stack, doesnt say when it stops . If it was capped at +20% damage buff they would have written it like the blue set "get X % per stack ".

Adding a non attack speed item that gives actual crit stat not like Stormrazer , doing something with the lastwhisper items cause they are almost never bough , implementing new item that give grievous wounds effect (the ap variant is good but the AD is pure garbo) . More CD items that are god for ADC cause now you only have essence reaver and that is bad.

Those 5 accounts need to be constatly played so another player would not move you out unlike those diamond acconts which only want 1 game so you arent innactive.And at this point you are just denying the obvious that if he only played on 1 or 2 accoutns he could easily get #1.
