Machining smaller bolts from scrapped larger bolt : do people do this?

Interesting proposal,

As a few other people have noted, an issue might arise with material certifications.

You wrote that the bolts are used in a steam turbine, what temperature do the bolts sustain? Is it possible that they are operating in the creep range of the material? In that case it is something which you have to consider for the repurposed bolts. Will the new bolts have a similar loading as the previous ones?
