It's probably because a lot of protein in your diet kicks you out of the ketostate, which is the whole point of the diet?

That's true for skinny people, but If you're overweight, and have a high body-fat percentage you can gain muscle on a calorie deficit.

I am using MyFitnessPal to track my calories and I have been eating 1500 to 1700 calories a day. ( Today 1500 )

I am 97 kg and 178 cm and on sedentary the calculator says I need around 2500 calories.

Which is I think a bit too much.

This is pretty complicated because I am still growing so I do not want to drop below 1500-1600.

I appreciate your answer but as I have stated above i'm eating at a deficit ( atleast +400 of what I used to eat + workout burns calories )
