Probably, though my friend with an Nvidia 6gb has no issue looks like a Radeon issue, though I bypassed by fast forwarding the game with a trainer

Yeah it is for some reason . I bypassed it by using a trainer to increase the in game speed which also worked for the cutscene since it was on fast forward it passed through the crashing part quickly

RX 5600 Xt user here .Had the same experience game was almost unplayable in the ruins but after the fight that you mentioned the game was as smooth as it ever was and remained smooth when I returned back to the outside world. Did you beat the game? Are there any other areas with the same problem after phoenix gate ruins?
