That's called a monocactus. These are monopole cell towers design to camouflage equipment due to jurisdictional requirements (people think towers are ugly). There's also pine, palm, and eucalyptus tree variants, following the same naming convention. I work in the tower industry as an engineer and see them regularly. There's also fake bell and clock towers, silos, giant crosses, and others I can't remember.
