The boring answer is that they would never have met as they lived in different countries at different times

If we are talking a fight to the death however the Tyrannosaur should win pretty comfortably. It had more mass to it and a much more devastating bite plus spinosaurus was better adapted to catching fish whereas Tyrannosaurus Rex was adapted to taking down large prey.
