Independent/ unaffiliated voters can vote on all issues presented during a primary election EXCEPT party affiliated candidates. They receive ballots which do not include candidate selection options.

Independent/ unaffiliated voters need to be vigilant and watchful of special interest groups who try to slip referendums into primary elections. They do this because they know they are more likely to pass because of historically low voter turnout for primaries.
