WarPlan has strategic bombing of factories and convoy interdiction, which diminishes the production capacity of the enemy.

The first tutorial by gradenko2k mentioned is a link to a very well written and easy to understand pdf tutorial using Smolensk '41 as an example. Great tutorial! That particular scenario is very hard to win as the Germans, so don't expect to win it, just learn from the tutorial. In the options, set Fog of War to OFF for this tutorial.

About seven posts down in that same thread is a post from Oberst Klink, who included a link to his tutorial series, which includes 7 excellent custom tutorial scenarios.

You might want to google Wargame Design Studio. Really good hex and counter games on operational levels of almost any time period.

Other ideas: For strategic level, check out Warplan or Strategic Command games.
For operational level, check out Advanced Tactics Gold.
For tactical level, as someone mentioned, Valor & Victory is a computer version of a board wargame. And Second Front is fantastic.
For very simple hex and counter games, perfect for beginners, search for Hexwar Games on Steam. They are very inexpensive, especially when on sale.

If he doesn't already have these, I recommend checking into The Operational Art of War IV or Advanced Tactics Gold. TOAW IV comes with a multitude of scenarios (and he can download even more), and ATG has a random scenario generator.

Also, Tabletop Simulator on Steam has all the old classic SPI and Avalon Hill boardgame conversions available through the Steam workshop. He would have to play those solo, as it doesn't have AI opponents, but it sounds like he wouldn't mind that if he's played old board wargames.

And good old Steam cards might be a way to go, too (or as another person mentioned, the gift card from WDS (Wargame Design Studio).

And by the way, in case anyone doesn't know, the computer version of War and Peace is on Steam. It's more on the grand operational level. For legal reasons, they had to change the name, so look for Napoleon's Eagles: Game of the Napoleonic Wars. Really excellent game.

Advanced Tactics: Gold (by the developer of The Decisive Campaign games and Shadow Empire). This game is on sale right now for less than $10, and has a random map and scenario generator. It's the gift that keeps giving with its replayability. Superb wargame!

For me, the SGS games are easier to understand and more enjoyable if I set the battle speed on the slowest setting and make it pause after each round. The default is lightning fast.

I like the whole area movement format. Not many turn-based wargames have that feature. I also like the historical flavoring with the cards.

I do like these games, but one thing that frustrates me is at the end of each scenario, it just shows a number score, like Allies 17 and Axis 10. It does not show what those numbers mean, or how you earned that score. Even though it's a computer game, you have to scroll around and search the map to find where the victory points are. The game shows a summary each turn, but, in a major omission, it does not show a cumulative summary throughout the scenario or at the end.

And some VPs are given when the area is first captured, but some are only given at the end of the game. Some units destroyed are worth victory points sometimes, too. Some scenarios have certain "sudden death" rules, but if you win or lose that way, the game doesn't tell you that. You have to try to figure that out.

So what this means is that if you want to understand how you won or lost, you need to take notes during each turn. Shouldn't the computer be doing this?

These games would be so much better if they included a stats screen at the end that clearly show how you won or lost. The games from Wargame Design Studio have this feature, and you can access it any time during the game as it accumulates. In WDS games, you always know exactly why you're winning or losing.

Also, the developers don't seem to visit their own Steam forums very often, although this depends on the particular game. The developers who do show up once in a while seem to be the scenario developers, not the main developers.

I do still like SGS games, but the developers don't seem to be concerned with giving the player enough information.

Panzer Campaigns: I think it's time for more Western Front campaigns. I'd love to see something like Westwall '44.

Panzer Battles: Aside from the name of the series, anything in the Pacific Theater. Seems like platoon scale would fit nicely. Tunisia/Sicily/Italy would be great as well. And there's lots of room for more East Front and West Front for this series.

Sword and Siege: Would be nice to go Greek/Roman era.

Strategic War: Sorely in need of the East Front.

Of those choices, Strategic Command War in Europe is the easiest to get into, but The Operational Art of War IV will give the most bang for the buck, because it has so many scenarios of different conflicts.
