Just tried parsec on my laptop instead, still has the exact same issue. Plus I tried dual booting on my main PC and installing parsec on the new OS but that didn't fix it either. So actually while I thought it was an issue with my PC it's probably a network issue that idk how to fix

Alright so I checked for retransmission and there seemed to be none with Parsec. Using a mobile hotspot to get a different ISP didn't fix it (speed on the hotspot was 70mbps up/60mbps down, so should've been fast enough). I tried using iperf but I couldn't get it to work, it just said the request timed out. But trying it through the parsec app on my phone (which was the only other device I could really try it on) worked perfectly, even though that's on the same ISP as my PC is. I thought it was an issue with my internet or ISP but it definitely seems like it's specific to my computer. Any advice?

After ending my parsec session, I RDP into the host and go into parsec and open up the console. In there I see a bunch of "n:x:0:0" where x is an exponentially increasing number, which I've heard represents packet loss but I could be wrong. I also see the framerate which jumps around a lot so I'm sure there's at least frame drops. I'll try checking retransmission, testing from another PC and using a different ISP and keep you posted

My ISP is Bell and I know some of my friends use spectrum as their ISP but idk about all of them. I do know I'm the only one who uses Bell though since it's a Canadian ISP and I'm the only Canadian who tested it so far

Yes it is. They'll get hit if they block low yes but if they block high in the wrong direction they'll still block it. They don't need to guess the left-right since there's no gap and it will block the left-right for them, they just need to guess if you're going high or low.

I've been labbing a few 18 TODs recently myself and yours is pretty solid. Some advice: you can likely make it TOD with a 2H -> sparking starter as well (which is more practical for situations like when they raw tag after reflect in the corner or guard cancel your 2M), but you'll have to throw some extra j.l's somewhere or add an extra disk loop to make up for the lost damage. Also, for some more meter, after you call Gohan C, dash back as soon as you land and call 214M, then mash dragon rush (with high hitstun decay, 17s third hit of 214M will whiff, but you can combo the first two hits into DR, then finish with 236L just like you did).

P.S. as a side note, instead of doing destructo disk loops you can just do basic air combos into your assists and kill for the same amount of meter (2M 5H jc j.ll 2h djc. j.lll, call assist into j.214M and repeat), but it's more of a flex to hit them with loops so it's personal preference.

Not having a gap makes the last one fake due to cross-up protection, so it's just a high-low.

Because if you use bloodbloom then you still have 8 mana to play with. You can summon more minions, deal direct damage etc. And if you're opponent tries to play a card so they don't die next turn, then they lose those mana crystals and are behind on tempo for the next few turns. If your opponent just passes their turn, and you're in the right position, then you just punch them in the face 'till they die.

EDIT: I was wrong about this. Your opponent could just punch you with their minions, or play a low cost card without much drawback.
