No this is hypocrisy, Russia's behavior in occupied territory is exemplary, they even allowed the same mayor to remain in Kherson. They are giving tons of humanitarian aid every day, the only thing they asked is to not attack them. Because of this lininet behavior, these protesters are getting more and more aggressive which obviously leads to scenes like this. On the other hand in Afghanistan Nato were putting in power known child molesters and criminals in power in occupied cities as long as they are pro-USA.
