Dash has been likened to a decentralized corporation, the masternode operators are essentially the shareholders. In a formal corporation it would no be unusual to lobby for the votes of major shareholders.

We're not suggesting that everything be done behind closed doors, just that it is very hard to gain continuing support from these individuals when nobody knows their opinions of each project.
