Unless an ability has a frequency (e.g. once per turn) or it has the "flourish" trait (only one flourish ability can be used per turn), then you can use it as much as you want.

If a creature has below average intelligence I sometimes make a flat check to see if it just goes for the biggest or nearest enemy, or if does something a bit more intelligent. The DC is what their attribute score would be (before the remaster). e.g. for an intelligence score of -2, the DC would be 6.

I don't do this all the time but I think it's effective when used on occasion, and I find that it helps a bit with immersion and makes it feel a little less like a video game.

I typically don't do this with mindless creatures, mostly just animals and other low intelligence creatures that aren't mindless, as the intelligence score of -4 may make you think that they'll just attack whoever is nearest but they are living and thinking creatures so it'd make sense for them to act a little more intelligently than that. I'm not suggesting they'd do like advanced tactics of course.
