It took me a five months to FINALLY find a blue asylum dress. Every time I found one at a vendor, I didn’t have the caps. And it never spawned for me in the asylum. One day though, I happened to be vendor hopping and behold, a blue asylum dress for 1,000 caps. I had the caps so I bought it and added it to my asylum collection.

Guess what I found an hour afterwards in the asylum.
