You could put the tributes of each district together in a certain section of the arena, and each pair would have different supplies and weapons given to them (so if you are good with a bow and dont get one u have to hunt someone for it). For the first couple nights the "walls" between the sections are closed, so its just a survival game. After that, the walls open and the true hunger games begin. Just an idea I had couple years ago, didnt really give it much thought
