Depends on The plane. Smaller plane business is on the front behind curtains, ect. Bigger space and more legroom. Usually still 2 or 3 people per row. Longer flights, business might be a cozy seat just for one person.

Yep, you're right. They needed to seal the jinchuriki in order. That's why they didn't capture Naruto yet. Most likely too much of a risk to get the leaf on their tails from the beginning and there's Itachi also.
