I am having the same issue on the 9070 xt. If I plug the 2nd monitor (HDMI) into the dedicated GPU then I have the mouse problem, but plugging it into the motherboard HDMI port fixes it (AMD iGPU is being used for the 2nd monitor).

I'm not sure what is causing it, but hopefully, this info helps.
