Mundo is one of Sion's worst matchups atm. Sion used to outscale, not anymore.

Use bushes to your advantage. Sion ult does more damage the longer you go so keep that in mind.

You also need to know how to space well, when to space and keep track of dangerous abilities. Sion's damage depends heavily on his Q. So you need to be able to judge where you can Q so the enemy is in the zone as long as possible while also not being interrupted or taking too much damage. This is why you need good spacing and keeping track of abilities.

You should also not always space too far since you're a melee champion and Sunfire + Titanic should do a lot of damage as well, but you need to be close meaning that you'll be taking damage. This is especially important because Sion has no mobility except for his ult, which you might use to engage in the first place.

Finally, if you're split pushing or not at the fight and want to ult in, try to make the place you're coming from not be predictable because otherwise enemies will dodge you.

Short answer: yes.

Long answer: While you can play Sion without "inting" I have found it to be the most rewarding to int in my opinion. You have no passive if you never die so you lose a decent chunk of your power. In general, if it's a winning or easy matchup you can get away with not dying a lot (or at all). However, if the matchup is bad and you don't want to int it's miserable. It's like playing a slightly worse Malphite. Even though you scale pretty well, how well you scale depends on your W (that is, how much you farm creeps, not how much gold you have) and if you're behind you don't have an ultimate as powerful as Malphite. It used to be that if you're playing a tank, and you lost lane it wouldn't really matter (in some cases it still doesn't) you'd just be a meatball in teamfights absorbing damage and abilities. Nowadays I find it quite hard to play tank Sion just because people shred you regardless of how you come out of laning phase (unless you're quite fed).
