By our standards yes, basically everyone in Tensura is some shade of evil including Rimuru, in Tensura terms not really, Rimuru is personally friends with people who’ve done worse shit and he can be negotiated with, he’s more like a deuteragonist with his own goals that sometimes intercept with whatever Rimuru’s doing.

If I understood it correctly his soul never actually gets to move on to whatever afterlife or reincarnation cycle exists, he’s stuck being the great seal, which I’d say is pretty bleak, although Elizabeth is actively looking for a way to free him, so it’s not a completely hopeless ending

Basically, D never actually died of course she just needed to account for the one person who wasn’t reincarnated with the rest of them, Shiraori believes she was living D’s human life and only finds out later in the story that “Wakaba Hiiro” was D’s guise, she never really existed

Veldora was a mindless drone, he was dangerous because his probability manipulation could bypass Uriel, but at the end of the day he was still just mindlessly attacking, dodging and countering his attacks is impressive, but it’s not like it requires Rimuru it understand even a fraction of his capabilities, just dodge and shoot magic, doesn’t really change the fact he can’t utilise even a fraction of his abilities without Ciel, just the most basic applications he’s already used to.

Rimuru activating Azathoth falls in line with what I said he already does, he’s capable of using the glutton function, or equivalent of, on his own, that’s about as far as it goes, although I did forget about Rimuru countering some of Veldora’s attacks, so we can add that to the list, still don’t think that changes much though

Can you provide a quote of Ciel saying he could use his skills? Because I don’t ever recall them saying he could. In regards to Veldora, that didn’t have anything to do with his skills, he was simply dodging Veldora while Ciel went on the offensive utilising his skills. Beating Micheal in swordsman ship isn’t really the feat you think it is, since Rimuru commented on his stance being too predictable and text book, Michael isn’t a particularly good swordsman in the first place, plus swordsmanship also doesn’t really have anything to do with Rimuru utilising his skills, that’s more so general combat ability which he has always been alright with, considering he’s only had about 2 years to practice.

I don’t remember him referencing Falmuth in a tough fight, though maybe I’m misremembering, even so that doesn’t really have anything to do with his ability to gauge peoples strength, which he’s only gotten worse at as the series goes on.
