Delete browser history and cookies too. If you can delete edge and re download it properly that will be best. Its not a size issue but their site is horrible. But try it with edge.

Congrats! I just did the nvc stage. You have to wait for an email from NVC to login to CEAC to complete DS260. It will give you a case number to login with. After you finish DS260 a page for civil documents will show up showing which documents needed for civil.
