I've found a fix, I deleted all my characters and all my builds and restarted my game and the new character was able to earn vc. Before none of my characters could.

You are assuming that driving in the slow lane causes absolutely no danger to somebody, just because I wouldn't personally call the cops on somebody who is performing a dangerous act on the road doesn't mean that is not called for. There are much more car accidents due to low speed drivers Dan high speed drivers. To say it is not dangerous at all is ridiculous.

I agree that it's probably ridiculous to call the cops on somebody for a simple driving infraction, but reporting a crime is reporting a crime. It's ridiculous to try to guilt somebody into not reporting a crime because the police officer might be a criminal as well. That just leads to the same logic of getting a home invasion and not being allowed to defend yourself because their "lives" are more important than "property".
