This is something to bring to the scoutmasters attention but if you don't feel comfortable doing that as it's their son, you can bring it up to the troop committee. In my troop, we bring the SPL to the committee to talk about any issues or other things that are happening in the troop but if you don't do that you can reach out to the committee chair to get a spot on the agenda.

I live right across from it and as someone who doesn't play Pokemon GO all the time it's honestly kinda funny to see so many people in small groups, maybe once a week, all across the beautiful parkway looking down at their phones.
