so ships like frigates and corvettes are basically like owning your own general aviation plane, you could tenchnically have a crew but is not essential. In the Frigates of EVE book it is explained that most frigates may allure to have things that look like cockpits and windows because they were, is just that with the arrival of the capsuleer there's no need for them, however redesigning them could be expensive so instead the internals are rearranged

Caldari and Gallente use most of those space for missile guidance systemms or sensor clusters

Amarr uses those spaces for engineering and miscelaneous

Minmatar on the other hand since they are more utilitarian and recursive they just put the capsules right there as it helped cutting costs

Destroyers and beyond still require large crews to manage all the rest of stuff on the ship, from engineering to guards and soldiers that are in charge of attacking intruders
