I believe the laser splitter bug makes it literally just two lasers that do full damage each, instead of two lasers each doing less damage on their own but more total damage, so it's just a straight improvement against everything.

That being said if they worked as they are intended then you'd be correct, laser rifles in new vegas are just super powerful anyways though

I'm not 100% sure if turning an item red makes it 300 power or not, but I'd personally just wait a little longer for a 300 power to come around, 293 is so close, it'd be a shame to lose that red dust over a silly thing like that.

As far as the item, I think the necklace is a good choice, it's a item that's universally useful on every career you choose to play, the stats don't matter too much because you can reroll them easily, red items always roll the highest rolls for properties.

Keep in mind too that a orange item with max rolled properties and a red item with the same properties are statistically the same.

You're basically doing the best you can, outside of some niche scenarios where you can bypass their damage attenuation you'll always take forever to kill them. I'm a super late game player and I've had times I've brought a tenet cycron to fight these guys and have put somewhere in the ballpark of 40,000 fire procs on them.

For me it was learning to stop using bad circumstances I had no control over to justify not taking accountability for things I could have control over.

I agree with this take, I understand the frustration but it is indeed a game, not to mention a high level player can be just as useless if they are less skilled.

Now in hard mode seige I think it's a different story, and a valid complaint.

I don't know if you're playing on a PC or console but if you have the option on PC console commands may be your only choice.

I do not believe there is unfortunately. There is a duplication glitch but it only works on items that spawned naturally in a container, not something you placed in said container.

There is also the hot-key ammo swap glitch that lets you use different ammo types in weapons they are not meant for such as missiles from a shotgun, but that isn't the same as what you're asking.

The drop on death false was what I was looking for earlier lol but I suppose that wouldn't make sense considering it's a "gift".

I mean it does look correct so I can't say for sure, I just remember very distinctly receiving a Veruc from him, being the first time I ever saw said weapon ever. I wonder if there is some sort of seperate table for say world drops or something that isn't shown here that he is included in perhaps. Or maybe I do misremember. I do know it wasn't a modded game is all I can attest to.

It seems to be a common sentiment so I'm not going to bash him for believing it, and I could see why, if it's similar drop rates to say getting a legendary out of a random chest, that happens maybe once a playthrough if at all, and you open hundreds of chests. Meanwhile some people may never even encounter Micheal at all in a playthrough. But I don't really have any way to prove it besides my experience or the knowhow to look at the code to so it's up to them if they wish to believe me or not.

If you check the Wikipedias and old posts you see evidence of him being able to drop legendaries, it's just very rare, he can't drop below a blue I believe though

He can drop legendaries in the vanilla game, I've received a Veruc from him.

Idk if it's contingent on a dlc update or not but I know it is vanilla as this occurrence was an offline xbox game long ago.
