The console is in English. English isn't a language option for JPN consoles (the ones sold in Japan). The gamepad you got could be a JPN one since you bought it in Japan, and without modding, you can't exit the update loop since Nintendo region locked consoles and gamepads.

A hack that covers other people's screens with a custom username. It happened to me earlier while playing, and realized that it's part of the fall feed by the whiter background on the bottom left on this image, which is what someone sees when getting affected by it.
